A critical component of health financing policy is to ensure the available resources are used equitably and efficiently. Governments have a direct influence on the resources they control, but they can also encourage efficient resource use in the non-government sector in a variety of ways. However, this requires good information which can be used for setting priorities. WHO's CHOICE initiative contributes to this evidence base by assembling regional databases on the costs, impact on population health and cost-effectiveness of key health interventions. To support this effort, IHP compiled and provided data on the unit costs and activities of a large sample of MOH healthcare institutions surveyed by IHP in its MOH-IHP Public Facility Cost Survey 2006.
