This project provided technical assistance to the Department of Strategic Planning, Ministry of Health, Mongolia, to develop and establish a system of health accounts meeting international standards. Led by IHP Fellow, Dr Rannan-Eliya, an international team of experts drawn from the APNHAN network, including Dr Somanathan, IHP Fellow, and other experts from Korea, Philippines and Sri Lanka gave support over two years to a Mongolian counterpart team. The expert team also devoted considerable time to ensuring that the system would be sustainable by local personnel at minimal cost, and to date there are positive signs that MoH will be able to sustain this activity at least in the medium term.
Through the project, the Mongolian MoH was able to develop a system of health accounts meeting the international OECD SHA standard, and the first reliable health expenditure estimates for Mongolia. Total expenditures on health in Mongolia were found to be 6.7 percent of GDP, of which 83 percent was from government and donor sources, which is an exceptionally high level for a low-income developing country. |
