    Abstract:Strengthening primary care is a key national priority in the health sector, and so tracking spending on primary care is of interest to many. Effective use of primary care can reduce hospitalizations, need for complex expensive medical care and deaths.

    Although there is an international consensus about certain characteristics of primary care, there is no consensus on what activities constitute primary care, or how to distinguish primary care providers from secondary care and other non-primary care providers. Considering all these complications, this policy brief presents estimates of primary care spending in Sri Lanka using four proxy measures suggested by OECD and WHO to inform discussion.
