    Abstract: Having experienced benign neglect and inertia since the last major set of reforms when all public and subvented hospitals were corporatised in the early 1990s, Hong Kong��s health system now faces another round of consultation about reform. This book provides a significant contribution to the discussions about the future of the system. Dr. Rannan-Eliya's chapter focuses on the development and establishment of Hong Kong's Domestic Health Accounts System in 1998-1999, which provided the territory its first reliable measure of local health spending. The chapter then discusses how that system has developed and identifies key issues in its institutionalisation and use that later emerged.
