Cost data for public sector health facilities are very important for planning and economic analysis of the health sector. As the last comprehensive surveys of costs in public facilities were conducted in 1992 and 1998 (led by IHP Fellow, Dr Somanathan), the need for a new representative survey has been felt for a long time. Consequently, a new cost survey was designed and conducted by IHP staff during 2006. This was funded by Ministry of Health and World Bank through HPRA, and covered a representative sample of more than 80 facilities at all levels in three regions of Sri Lanka. The survey has produced interesting data on the relative costs of government health services, and indicated both that there have been productivity gains since the 1998 survey, and that considerable variations continue to exist between individual facilities in their unit costs. The results of the survey were first presented publicly at the Annual Health Forum 2007. The Institute hopes to make the results available in a publication later in 2007. |
